Is License-Lifting the Answer?

In East Germany, as in other East European Communist states, a driver is not allowed to touch a single drop of alcohol unless he is prudent enough to leave his car at home. [In one year], some 21,000 licenses (roughly one in 225) were confiscated because of drunken driving. But there is no indication that accidents tire on the wane.
