On a recent closed-meeting night, we found ourselves ousted from our regular meeting location by a newly shampooed carpet. Temporary arrangements for space in the old city hall evaporated when a bird-watcher group flocked into the council chambers with a long-standing prior agreement. Twenty minutes to meeting time--and no meeting hall yet, let alone coffee percolating.
