Early Start in West Germany

BONN--A hundred thousand young West Germans are becoming addicted to alcohol, according to social welfare officials who said the addicts were often children of 10 to 12 years of age. The problem, the officials said, is present in schools and on the streets in cities, towns, and rural areas.
