A SOMEWHAT DESPONDENT DIPSO was walking through the skid-row section one day when he came upon a fiery-eyed, evangelistic type of fellow who was jumping up and down on a manhole cover, clapping his hands over his head and shouting with each leap, "Fifteen, fifteen, fifteen. . ."
