One Man's Trash

In front of a neighbor's house just down our road, a bag of trash was ripped open by some animal. I noticed the litter when I drove past on garbage pick-up day. I noticed it again the next day, now scattered over the neighboring lawn as well. I was angry and indignant. How can they just leave their trash there on the street and let it be blown onto the neighbor's yard? What a mess!
